Law 1/2010, of 1 March, amending Law 7/1996, of 15 January, on the Regulation of the Retail Trade.

Royal Decree 199/2010, of 26 February, regulating street vendors. (B.O.E. 13.03.2010)

These regulations modify those already in place for the retail trade, bringing them into line with Directive 2006/123/EC, relating to services in the internal market, and thereby fulfilling community law, taking into account the new framework under which commercial retail activity is developing, given that we are living in an increasingly globalised and liberalised economy, in which the point of reference for traders is the European market. Although commercial distribution services should not generally be subject to prior administrative authorisation, with regard to street vendors or peddlers it was deemed necessary, along with the introduction of certain modifications.
