Article 44 of The Regulation (EC) nº 882/2004, of the European Parliament and of the Council of 29 April, 2004, on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules stipulates that member states must submit an annual report containing:

• any amendments made to multi-annual national control plans;
• the results of controls and audits conducted in the previous year under the provisions of the multi-annual national control plan;
• the type and number of cases of non-compliance identified;
• actions to ensure the effective operation of multi-annual national control plans, including enforcement action and its results.

In accordance with the above-mentioned Regulation, Article 18 of Law 17/2011 on food safety and nutrition of July 5th, provides that: "On an annual basis, the Central Government shall forward to the Commission a report, indicating the results of implementing the National Food Chain Official Control Plan, developed by the competent public administrations. This report will be submitted to Parliament for the purposes of information and control and made ​​available to the public."

To comply with these mandates, the annual report on the results of the National Food Chain Official Control Plan for the year 2010 has been included. This report was prepared by consensus between the Ministry of the Environment, Rural and Marine Affairs, the SpanishFood Safety and Nutrition Agency and the Department of Public Health and Foreign Health of the Ministry of Health, Social Policies and Equality. It includes the global and integrated results of controls carried out by the autonomous regions and autonomous cities and by the Government in their respective fields of ​​competence.
